It is such a complex process that people probably just don't bother to do it. As we're foreigners, and just moved here (and don't speak the language) it all seems pretty confusing. However, today we passed STEP 2 of our Shah Alam licence application process and we seem to be doing better than our Australian neighbours who moved here to the same place last July. It took them over two months to get the licence! As I wrote in another post, we had a GOOD experience at the Shah Alam Council offices when we went with our application, photos, etc etc. It took a lot of time (maybe 30 minutes?) but that was because we had some mistakes on the form (which was in Malay) and they had to ask some questions and told us to sit down and wait while they figured it out and helped other people. Everyone was nice (even the parking garage security guy escorted us up to the 14th floor!). Three people helped us at the licence counter and even fixed our mistakes on the forms. They gave us a separate form that would prove that an inspector would come to the house and told us to show it to anyone who asked questions about our dogs. (SLIP RUJUKAN PERMOHONAN LESEN). It had the name and number of the inspector on it. They told us (we think we understood) that if he didn't contact us in under four weeks, to contact him at that number. that was on 24/03/2011--less than two weeks ago. Yesterday Mr Nazura (I think it is) called to say he was coming between 10-11am. Then he called back and rescheduled for today. We have been very nervous about this because of everything that we've been told about "dogs and Shah Alam" etc. Today, he came 1/2 hour early. I went to the gate to meet him and invited him to come in. He was really concerned about where the dogs were and asked "Are they tied up?" "No," I replied, we keep them in the house. They are not outside because it is too hot." He relaxed! After all, he had photos so he knew they were big dogs to begin with. So he came into the garden. I thought he would want to see the inside of the house, where the dogs stayed, etc, because the application required photos of those things, as well as photos of us, the neighbourhood, the house, and each dog. We had been very nervous about it and I could only hope Rogue wouldn't bark at him (she will bark at strange men in hats until she has met them--and he was wearing a white cap--eek!) We had the dogs in the study, behind a 'baby gate' anyway. since they are usually in here with me anyway, so they could not have got to him. But he didn't want to come in at all. He only asked us who we were, verified this was the house wanting the licence, asked how many people lived here, how many dogs, asked Derek to sign a form (because the application could only be in one name, we chose Derek since he has the work permit for Malaysia and I do not). I asked him if he liked dogs and he replied, very nicely, "Yes, I like dogs. But because of my religious beliefs, I do not keep dogs." Or something like that. I was glad that at least he liked dogs -- or what a terrible job to have if you didn't care about dogs. And, of course, I hope that some part of his job is to examine the welfare of the dogs themselves, not just the neighbours' happiness! And then he was gone. He wasn't here for five minutes--for all that worrying I did. :-( Of course, we don't have the licence permit and the dog tags YET but he didn't seem like he was going to say "no" or make it difficult. So that was a big relief. Now that I have read some of the other stories of time and hassle (and no forms!?) here on MPH and other forums, I have to say that maybe Shah Alam isn't any worse than the others for getting the permit, as long as the dog owner doesn't have neighbours who object or too many dogs, live in a flat, etc. It sounds like all of the Councils create a hassle, in some way. I really appreciate all the information and advice here about the process, the tags, the legal aspects, etc. Thank you all again for sharing it. We are going to Ruby's Resort on the 16th so I hope we have our tags before then, for sure! :-) |

Not sure about Shah Alam's procedure on dog license but over here, they never check the house or the dog before approving the application. One thing for sure, generally Malaysian are extremely friendly towards Americans or Europeans or should I say Tourists. So if you need help, just ask and most likely you'll get it. :) |

Hi Cynthia, congrats for making it! :D Shah Alam is usually more stringent when it comes to keeping dogs. especially because Shah Alam is 80% populated by Muslims. but if your neighbours are ok with you, you guys should be very safe. :) |

Thanks, Deby! We are getting there, though we don't actually have the licence yet! Our neighbours had the same issue--you apply, they come and inspect, nothing happens. You call, nothing happens. You have someone who is Malaysian call to follow up, no one answers. So...this week we are taking our receipt and going back to City Hall. I suppose we are lucky in that we live in a secure place where the guards wouldn't even let the dog inspector in. Nobody sees us, very private. But, still, want to be legal, too...60 days since we applied! :-( BTW, we stayed in YOUR cabin at Ruby's Resort! It was great. Have photos to post, just been behind. Again. :-) Dogs are good, though, and happy. That's what counts! |

Hi Chris, sorry for the late reply. you should wait until your pup has got ALL his 3 vaccination jabs. the council will require a photo copy of your vet's cert as proof that all his jabs have been taken. and your council will need a photograph of your pup (preferably full body pic). good luck! :) |

... just renew ours at MPPP (Penang) and learn that German Shepherd is listed as one of the dangerous bread and will not be able to apply for dog tag. Also for this year (2012), a 4R picture of the owner and the dogs are require upon submission of application. |

Luckily they didn't say that only Police can rear this breed....GSD has been in M'sia for how many donkey years. Why now only they classify it under dangerous? :angry: |
